Action Plans for CO2 Emissions Reduction Task Group (APER TG)
In the new structure for ECAC's environmental group, EAEG (European Aviation and Environment Working Group) is supported by small temporary or permanent specialised task groups, for the provision of technical input or preparatory work. APER TG is one of those specialised groups.
It is co-chaired by Mr Stefan Bickert (Germany) for ECAC and Mr Magnus Gislev (DG MOVE) for the European Commission. The group is composed of a small number of experts from States, and from EASA and EUROCONTROL.
The task of the group is two-fold. It is tasked with:
- drafting a common section of European action plans for emissions reductions, presenting the mitigating measures taken collectively throughout Europe, and their expected benefits;
- providing a baseline scenario as defined in ICAO guidance (Doc 9988), with the support of EUROCONTROL.
The APER Task Group met for the first time on 20 November 2017, and will work towards the provision of the elements above in order for ECAC States to incorporate them into their updated action plan to be submitted to ICAO by 30 June 2018, as stipulated in ICAO A39-2.
The versions of the common section and the baseline scenario, which were provided to ECAC States in the context of the previous ICAO resolution on this matter (ICAO A38-18), are available below.
The 2016 «common section» is directly available here, for ECAC States to incorporate relevant elements of it into their national action plan for emissions reductions, for the purposes of compliance with ICAO A38-18. APER TG is working towards the update of these documents by mid-2018, for the submission to be done within the framework of ICAO A39-2.
Status of European submissions of action plans to ICAO
With the submission to ICAO on 2 March 2017 of the action plan for emissions reductions of Portugal, ECAC counts a total of 41 action plans submitted to ICAO, amongst which 28 were updated further to the 38th ICAO Assembly, and 23 of them were further updated with the incorporation of the ECAC baseline scenario and an updated common section.
