The Environment Programme Management Group (EPMG) is the overarching group to supervise ECAC's environment activities, to steer the expert groups and to communicate with them via the chairs’ reports, including on the thrust of debates taking place in the Environmental Forum. It is chaired by the Focal Point for Environment.

The EPMG is tasked with:

  • Defining and monitoring the implementation of the ECAC work programme in environment, and ensuring that this work programme is delivered effectively;
  • Reflecting on policy priorities, including for the purpose of external relations in this domain;
  • Defining and adopting, taking into account the proposals of the environment groups, their work programmes and deliverables on a yearly basis;
  • Considering the reports and deliverables of the environment groups, and deciding on further actions;
  • Ensuring coordination between the environment groups, in order to ensure best use of existing resources and minimise duplication of work;
  • Establishing ad hoc groups, as necessary, in response to new challenges and topics that need to be addressed as a matter of priority;
  • Endorsing the inclusion of any new organisation or non-ECAC Member State in an observer capacity, in the ECAC stakeholder list, prior to submission to the Coordinating Committee for decision;
  • Appointing the chair and deputy chair of each environment group by consensus or majority vote of the members;
  • Monitoring the implementation of the ECAC capacity-building programme in this domain;
  • Considering and endorsing documents prepared by the groups, before submission to the Coordinating Committee and Directors General for adoption.
